EMB, WMPC, Brgy Manicahan join hands to improve river PDF Print E-mail

The Environmental Management Bureau (EMB) of the Department of Environment and Natural Resources (DENR), the Western Mindanao Power Corporation (WMPC) and the Barangay Manicahan have entered into an agreement to work together to undertake activities for the environmental improvement of the Manicahan River.

A memorandum of agreement was signed by the three parties where they agreed to unite “to provide a healthy, clean and safe environment, acknowledge and agree to pursue the environmental improvement of the said river.

Under the agreement, EMB, WMPC and Manicahan barangay will develop a comprehensive program intended to reduce pollution at the Manicahan River, to implement the program in a specific segment, to coordinate with each other during the term of the agreement and participate in regular planning and implementation of the program in the Pilot Site; and the three parties agreed that during the effectivity of the agreement, they will determine the necessity of, and to the extent possible, plan for dredging and desilting with the introduction of intervention such as phyto-remediation thru constructed wetlands, planting of bamboo and other plant species along the river banks, rip-rapping or coco-matting, construction and greening of linear parks.

Among the responsibilities of EMB as agreed will be

1. to Intensify monitoring of industrial/commercial establishment, and undertake regular water quality monitoring of selected points along the Manicahan River, to determine  water quality of the area/s subject of this Agreement;

2. Through its Pollution Control Division shall ensure that measures to be applied to reduce pollution along the City Estero are harmonized and consistent with the overall initiative of the DENR in improving the quality of water bodies in the country.

3.  Through its Solid Waste Management Section shall  technically assist in establishing the appropriate Materials Recovery Facility/System in the concerned barangays;

4. Through Pollution Adjudication Board Secretariat shall, facilitate actions against violators of Republic Act No. 9275 or the Clean Water Act of 2004; Through its Environmental Education and Information Section, assist in the conduct of community social preparation and other education activities for key leaders and stake holder groups in the areas.

The parties agree to develop a comprehensive program intended to reduce pollution at the Manicahan River.

On the other hand, WMPC, within a period of one month from the execution of this agreement:

1. will cause the immediate surface clean-up and recommend engineering solutions at the Pilot Site;

2. Assist  DENR-EMB 9 in training community leaders in (a) solid waste management (b) water quality management and (c) mobilizing concerned residents to implement the Estero Environmental Improvement Program;

3. Coordinate with local government units, relevant government agencies, advocacy partners, and the affected communities in order to streamline efforts and ensure the smooth flow of the Program; and

4. Work with the partner barangay in the implementation of the program.

The Manicahan Riverm is an important waterway which runs through Barangays Bunguiao, Lapakan and Manicahan

The MOA was signed by EMB Regional Director Sixto E. Tolentino, WMPC Plant Manager Jose Marie T. Torrejon and Manicahan Barangay Chairman Crisencio E. Natividad in a simple rite at the Astoria Hotel’s Diamond Hall last Thrusday, June 13, 2013.
