The People’s Law Enforcement Board (PLEB), a body tasked to hear and decide citizens’ complaints filed against any member of the Zamboanga City Police Office (ZCPO) has been reconstituted based on rules and procedures issued by the Department of Interior and Local Government (DILG).

Mayor Celso Lobregat effected the reorganization of the board through a resolution approved by the  Sangguniang Panlungod citing the DILG circular on the Uniform Rules of Procedure Before the Administrative Disciplinary Authorities and the Internal Offices Service of the Philippine National Police which mandates the creation of PLEB in every city.

Atty. Jose Saavedra is the designated chairperson of the PLEB with Atty. Virginia Ramos as vice chairperson. The members include Councilor Jaime Cabato in his capacity as chairman of the Council committee on Peace and Order, former Tumaga barangay chairman Nonong Fonollera and Campo Islam barangay chair Narzad Sampang.

Atty. Ramos, former PLEB chair opted to hand over the chairmanship to Atty. Saavedra for personal reasons. Councilor Cabato replaces former Councilor Edmundo Rodriguez who passed away November 2010.

Mayor Lobregat early Friday afternoon administered the oath of office of the 5-man board at the conference room of City Hall.

The term of office of the PLEB members is three years as provided for in the DILG memorandum circular.

The previous PLEB members’ term of office coincidentally expired with the end of term of Mayor Lobregat last June 30. They have tendered their individual courtesy resignation.

Lobregat hailed the PLEB members for their remarkable accomplishments during the past three years of his term. “We appreciate so much all your efforts”. — Sheila Covarrubias
