Mayor Beng Climaco has asked the City Licensing Division and other concerned City departments to study the possibility of cutting time for the processing of business permits.

“There have been recommendations to fast track the issuance of licenses or business permits,” the mayor said as she hoped that the procedure can be reduced to 30 minutes for the issuance of temporary permits or license like what is applied in some areas. “Ojala in Zamboanga City we can implement this.”

She said thorough studies should be made by the concerned departments and divisions and come up with recommendations the soonest possible time.

Recall that Zamboanga City in 2005 joined 15 other local government units in Mindanao in initiating counter-corruption reforms under the Transparent Accountable Governance (TAG) Project where the City concentrated on its Business Processing and Licensing System (BPLS).

Implemented with the support of Asia Foundation and the League of Cities of the Philippines, the project saw the city government of Zamboanga working together with the private sector and civil society partners to improve the issuance and renewal of business permits to increase local revenues and to make it easier for local businessmen to legally conduct business within the city.

The BPLS yielded positive results since its implementation in 2005 as business revenues tremendously increased.

As this developed, Mayor Climaco has appealed to residents to help and support the City Government by paying their taxes promptly and religiously in order for the City to maintain and meet the necessary requirements for the year. “We have tasks and all these funding go to services that benefit our constituents”.

The mayor issued the appeal following the conduct of budget forum for the 2014 executive budget where she was also briefed by the City Finance Committee about the city’s financial condition, collections and expenditures and other issues concerning budget. — Sheila Covarrubias
