Another lawmaker supported the proposal of his colleagues to defer holding of the barangay and Samahang Kabataan elections in October this year to the second Monday of October 2015.

Rep. Winston Castelo (2nd District, Quezon City) filed House Bill 722 which seeks to re-schedule holding of the barangay and SK elections.

Castelo said he is pushing for the postponement as holding two elections in a year may prove disadvantageous to government in real economic terms.

“Two important types of elections held within the same year is perceived as not leveling the playing field on the view that those elected in May 2013 could already exercise their clout, ascendancy or power to place their own bets and influence the political outcome and future of their chosen Barangay and Sangguniang Kabataan wannabes if and when the election is held within the same year or time continuum,” he said.

Castelo proposed the barangay and Sangguniang Kabataan elections be held in 2015 and every three years thereafter.

“It is this author’s submission that the seeming issue of effects of a holdover, or from 2013 to 2015, will be far outweighed by the more significant and lasting benefits of a political environment insulated from partisan politics as well as from a level playing field where a healthy democracy truly thrives since no political bloc automatically influences another especially those at the lower level of the whole local government structure since elections are held alternately,” he said.

Reps. Edgar Erice (2nd District, Caloocan City), Mel Senen Sarmiento (1st District, Western Samar) and Magtanggol Gunigundo I (2nd District, Valenzuela City) earlier filed similar measures.

Commission on Elections shall promulgate implementing rules and regulations necessary to implement this proposed Act.
