Consultations concerning the 2014 Executive Budget resumed yesterday with discussions focused on the requirements for maintenance and other operating expenses (MOOE) of the city’s different national high schools, vocational technical schools, the Regional Trial Court and Municipal Trial Court branches, Shari’a District Court and Office of the City Prosecutor.

Mayor Beng Climaco presided over the budget hearing together with members of the City Finance Committee at the City Hall conference room from morning until afternoon.

The hearings will continue until today and tomorrow to cover all sectors, agencies and or offices concerned. Today will be the turn of the different city departments to present their budget proposals.

School principals and administrators, as well as representatives from the other agencies presented their budgets and targets for consideration in the proposed 2014 budget.

The technical budget hearing will continue until the middle of this week to cover all sectors and agencies or offices concerned.

The mayor and the City Finance Committee started preparations for next year’s budget with the Barangay Budget forum from August 5-7 at Centro Latino.

Last Augut 8, the City Development Council (CDC) was convened to approve the 2014-2016 Local Development Investment Program (LDIP) and the 2014 Annual Investment Program (AIP). For 2014, the LDIP includes funds for general public services amounting to more of less P640 million, social services costing PP806.7 million, economic services in the amount of P868.9 million and other services worth P903.2 million for a total of P3.2 billion. In 2015 and 2016, the LDIP will have a total appropriations of P2.9 billion and P2.7 billion, respectively.

The 2014 AIP, on the other hand, is a tool by which the city government administers and translates the LDIP.

Present during the technical hearing yesterday were City Budget Officer Virginia Gara, City Accountant Sylvia Binarao, City Treasurer Soledad Li, City Planning and Development Officer Jojo Sicat, General Services Officer Engr. Rene de la Cruz, City councilors to include Councilor Myra Paz Abubakar and other members and staff of the City Finance Committee. — Sheila Covarrubias
