City government officials led by Mayor Beng Climaco, Vice Mayor Cesar Iturralde and members of the City Council are undergoing an intensive 3-day training that will lead to an executive-legislative agenda setting which will serve as the city’s roadmap for development in the next 3 years.

Held under the auspices of the Development Academy of the Philippines (DAP), the ELA training and setting activities are being held in Tagaytay City where the participants will be focused on their tasks.

Mayor Climaco said the agenda setting activity is mandated by the Department of Interior and Local Government (DILG) for all local government units to accomplish. The outputs of the activity will also form part of the report that the chief executive will render to the constituents after her first 100 days in office.

Aside from the mayor, vice mayor and city councilors, other participants who are undergoing an intensive training leading to the agenda-setting  activity are members of the City Finance Committee and some department heads.

The Executive and Legislative Agenda was conceived to serve as a powerful vehicle for effective local government and may be defined as a planning document covering a 3-year period corresponding to the term of local elective officials that is mutually developed and agreed upon by both the executive and legislative departments of an LGU.

It is likewise an integrated plan that contains the major development thrusts and priorities of both the executive and legislative branches towards a common vision for the locality; an instrument that will prioritize responses to multi-stakeholder needs, such as programs, projects, activities, legislations and capacity development programs, and put into action local development plans.

Prior to the ELA-setting activity, the mayor and the City Finance Committee also convened the City Development Council where the body approved the Local Development Investment Plan for 2013-2016 and the Annual Investment Plan as well as met with the different sectors to include the barangays including the different departments and agencies in preparation for the 2014 Executive Body. — Sheila Covarrubias
