Celso orders strict compliance of full disclosure memo circular PDF Print E-mail

In strict compliance to a Local Government memorandum circular mandating full disclosure of local budget and finances and bids and public offerings, Mayor Celso Lobregat has instructed concerned city government offices to post documents and transactions in conspicuous places in the city.

In a memorandum issued February 16 or 6 days after receiving the directive from the Department of Interior and Local Government on February 10, the mayor directed: “effective immediately, the following Bids and Awards Committee Secretariat personnel are hereby directed to post the following documents and transactions in the Zamboanga City Website, in conspicuous places within local government-owned public biddings and in print media of community or general circulation. “

The documents and transactions include the procurement list that include the annual procurement plan and supplemental procurement plan; items to bid; bid results and abstract of bid as calculated.
At the same time, Mayor Lobregat directed the Internal Auditing unit under his office “to regularly monitor the different concerned offices of their compliance of the aforementioned circulars” referring to DILG memorandum circulars 2010-83 series 2010 and 2011-08 series 2011.

The DILG circular, issued by Assistant Secretary Rolando Acosta on February 1, 2011 instructs all LGUs to post and/or publish all financial documents and transactions pursuant to DILG MC numbers 2010-83 series 2010 and 2011-08 series 2011 on all full disclosure of local budget and finances and bids and public offerings.

“When we received the directive on February, we immediately instructed the City Administrator to convene a meeting, discuss details and prepare the memorandum for compliance (of the DILG circular)”, the mayor said.  The other offices involved in the same are the offices of the City Budget, City Treasurer, City Accountant, Computer Services Division, Licensing Division and the Bids and Awards Committee.

But even before the circular was issued, the city government has been posting in the PHILGEPS (Philippine Government Electronic Procurement System) the procurement list, items to bid and bid results, according to Dr. Mario Ariola, BAC chair.

The city government also posts in its website its Annual Budget which contains the breakdown of all the city’s personal services, maintenance and operating expenses, capital outlay and financial expenses per departments, offices and projects and other transactions. — Sheila Covarrubias
