Top level security officials of Region 9  attended the 2nd Regional Joint Security Control Center (RJSCC) Conference for the upcoming October 28 2013 Barangay Election last October 18 at the Division Conference  Room of the Army’s 1st Infantry (Tabak) Division, Pulacan, Labangan, Zamboanga del Sur.

Among those who attended the conference were Police Regional Office-9 Chief Supt. Juanito B Vaño Jr., Brig. Gen. Felicito Virgilio M Trinidad Jr. commanding general, 1st Infantry (Tabak) Division and Brig. Gen. Orlando E. De Leon, who  represented Lt.  Gen. Rey C. Ardo, commander, Western Mindanao Command.

Also present during the conference were Police Provincial Directors of Zamboanga Peninsula and Regional Directors of Comelec, DPWH, DILG and DepEd.  It was presided by Atty. Wilfred Jay E Balisado, Comelec regional director.

The purpose of the JSCC is to have unified effort among members of the security forces hand-in-hand with counterparts from  other government agencies so that the coming elections will be peaceful and security for the people to exercise their rights of suffrage without intimidation, pressure, or any violent act which woukd debase their free will.

Pursuant to Comelec Resolution No. 9571, the PNP and AFP are deputized to assist Comelec in its security preparations for the elections.

RJSCC is an organization in the region which shall be responsible for the implementation of the ban on the bearing, carrying or transporting of firearms and the employment and deployment of security personnel in the region. Provincial JSCCs are likewise organized in the provinces headed by Provincial Election Supervisors.

During the meeting, the Provincial Election Officers presented the respective numbers of candidates vying for Barangay Chairmen and Barangay Kagawads.  It was followed by Operations Officers of PRO-9, Western Mindanao Command and 1st Infantry Division presentation on the security updates of their respective areas of jurisdiction, as well as the actions they have undertaken in implementing Comelec issuances.

In his message, Gen.  Trinidad said that the 1st Infantry (TABAK) Division is currently in close coordination with the Comelec and the PNP through established Provincial Joint Security Control Center (PJSCC) and Regional Joint Security Control Center (RJSCC). The Division Headquarters has committed to organize a Provisional Battalion contingent composed of organic personnel of Division ready to be deployed to augment troops in the area. In addition, the 11,000 strong CAFGU Active Auxiliary (CAA) will also serve as force multiplier with the troops in maintaining peace and order in the Zamboanga Peninsula.

The security forces agreed that the Barangay Election is equally important like the successfully conducted May 2013 election.  The security preparations and implementation last election will be a template that will be enhanced at to make this coming Barangay Election successful.

The next and final meeting of the RJSCC will be held in Dipolog City on October 23, 2013 to finalize the plan for the election.
