Commssion on Elections Regional Director  Wilfred Jay  E. Balisado said yesterday that the Zamboanga City Crisis Management Committee can declare, October 28, (Monday),  as holiday in the city.

Balisado issued the statement amid inquiries on whether or not October 28 is a holiday in Zamboanga City where the Comelec has suspended the barangay elections due to the recent three-week crisis.

The barangay poll was also suspended in Bohol that was struck by a powerful earthquake which claimed more than 200 lives and destroyed billions of pesos worth of properties.

According to  Balisado, the CMC has been empowered to declare holiday in Zamboanga City on Monday by a proclamation issued by President Aquino as the city is still recovering from the MNLF attack that had paralyzed the functions of the national and local government offices as well as the city’s economic activities.

Balisado explained that as per resoluion of the Comelec central office, the October 28 Barangay and Sangguniang Kabataan Election  in Zamboanga City has been postponed and reset to November 25,2013 which will also be a holiday in the city.

He said that election in Zamboanga del Sur, Zamboanga del Norte and Zamboanga Sibugay will push through  on Monday as scheduled by Comelec.

Last Friday, the CMC announced that Monday, Oct. 28 is a special non-working holiday nationwide per Proclamation No. 656.

A CMC advisory said that although the synchronized SK and Barangay elections were suspended, Proclamation 656 stays in full force and effect in the city unless amended or modified by the Office of the President.

Consequently, there wil be no work and classes at all levels both public and  private.  — Allen Abastillas
