On orders of President Aquino, Public Works Secretary Rogelio Singson together with the UP Planning and Development Research Foundation, Inc. (UP PLANADES) team is arriving in the city today, Dec. 12 to lead the series of consultations with different stakeholders on the proposed Zamboanga City Roadmap to Recovery and Reconstruction (Z3R) with the intention of building back a better Zamboanga.

Local Government Secretary Mar Roxas and National Defense Secretary Voltaire Gazmin are also expected to participate in the consultations which will be held separately for 3 sectors:   government sector, leaders/ representatives of affected barangays and multi-sectoral leaders.

The first consultation, set at 8:30am at the Badjao Hall of the Garden Orchid Hotel is intended for the government sector that includes the local government unit, regional offices and the City Disaster Risk Reduction and Management Council (CDRRMC) members. The second consultation will start at 2pm at the same venue and will be attended by barangay officials from the 9 affected barangays, internally displaced persons (IDP) representatives, community and religious leaders.  The third consultation will be at 4:30pm also at the same venue and is intended for leaders and representatives from the business, church, academe and non-government organizations.

Roxas and Gazmin together with Mayor Beng Climaco and the congresspersons are also expected to separately meet at 1pm in another venue to also discuss about the proposed Z3R.

The UP PLANADES team was commissioned by the national government to prepare the Z3R which eventually underwent series of planning sessions and top level meeting starting December 2-10 at the Department of Public Works and Highways (DPWH) Central office in Manila.

Singson emphasized that the consultations are meant to ensure that the plan is feasible and acceptable to all concerned. He said the president’s marching orders is for the Z3R to be implemented the soonest possible time.

Mayor Beng Climaco is hopeful that the consultations would signal the start of the recovery and rehabilitation phases, as she vowed that her administration will work closely with the national government and the humanitarian community for the welfare and benefit of the IDPs.
