Mayor Beng Climaco has called on all sectors anew to support the proposed Zamboanga City Roadmap to Recovery and Reconstruction (Z3R) which seeks to build back a better Zamboanga, as she expressed confidence that the national government will continuously assist the city in its rehabilitation efforts.

Climaco issued the call as the Zamboanga Rehabilitation Team led by Public Works Secretary Rogelio Singson and the UP Planning and Research Development Foundation Inc. (UP PLANADES) team conducted series of consultations with various stakeholders on the proposed Z3R in the city last Friday.

Described as a work in progress, the Z3R presentation to the different sectors specifically the officials from the conflict-affected barangays and internally displaced persons (IDPs) was intended to generate suggestions, recommendations and inputs.

Singson during the series of consultations stressed that the sooner the proposal is approved the sooner it can be implemented. He likewise assured that the national government has sufficient funds for the purpose. “As soon as we get the final consensus of the different stakeholders—communities, local officials, NGOs, business community and all others—we will immediately execute this.”

Singson said refinements will have to be made on the plan based on the suggestions and recommendations of the different sectors before it is presented to President Aquino for approval and budget.

Mayor Climaco thanked President Aquino for ensuring that the rehab plan for Zamboanga following the 23-day armed conflict last September is continuously progressing. She likewise expressed gratitude to Sec. Singson for painstakingly overseeing the preparation of the plan and for personally engaging with the different sectors during the consultations last weekend.

Now more than ever, all Zamboanga residents should remain united and firm in the effort to build back better Zamboanga—better than it was before the armed conflict to give the affected communities particularly the young children a better and brighter future, according to Climaco.

Assisting Singson and the UP PLANADESA team in the preparation of the Z3R are the various clusters under the Zamboanga City Rehabilitation Coordination Structure that include the City Planning and Development Office, City Assessor’s Office, Land Housing and Management Division,  National Housing Authority, Department of Public Works and Highways-City Engineer’s Office, Regional Office and District I Congressman Celso Lobregat, designated consultant on rehabilitation and numerous others.

Before it was subjected to consultations last Friday, the Z3R underwent series of planning and review sessions in Manila. Actual or on-site inspections, surveys and mapping activities were also conducted prior to the review.

The plan’s overarching concept is “Build Back Better” with 3 objectives: improve the overall environment of the affected communities covering some 46 hectares, minimize adverse social impacts and relocation and improve public safety and security of the community. — Sheila Covarrubias
