In a bid to come up with a realistic, acceptable and viable rehabilitation plan for Zamboanga, the UP Planning and Research Development Foundation, Inc. (UP PLANADES) continues to engage with different sectors and groups in the city in addition to the series of consultations on the proposed Z3R last weekend.

Architect Requito Bellosillo, UP PLANADES Deputy Team Leader, spearheaded consultations on the Zamboanga City Roadmap to Recovery and Reconstruction (Z3R) with members of the City Disaster Risk Reduction and Management Council (CDRRMC) and the security sector at the City Hall conference room Monday.

The consultation with the CDRRMC centered on environmental concerns particularly climate change. The plan takes great consideration on the government’s no build zone policy in some affected areas by adopting the “remangrovization” strategy.

For the security sector, which included representatives from the Armed Forces of the Philippines, Philippine National Police, Maritime Police, Philippine Navy, Philippine Coast Guard, Bureau Fire Protection and numerous others, the point of discussion was the planned establishment of security facilities in the area set for rehabilitation.

The consultations Monday were in addition to the dialogues with the multi-stakeholders Friday, December 13, spearheaded by no less than Public Works Secretary Rogelio Singson. The groups consulted included the government sector, the leaders and representatives from the barangays affected and internally displaced persons (IDPs) and the business, NGOs, religious and other multi-sectoral groups.

The plan’s overarching concept is “Build Back Better” with 3 objectives: improve the overall environment of the affected communities covering some 46 hectares, minimize adverse social impacts and relocation and improve public safety and security of the community.

After the series of consultations, the plan will be fine tuned and presented to President Aquino for approval and funding.

Sec. Singson, who heads the Zamboanga Rehabilitation Team said the sooner the plan is approved by the different stakeholders, the sooner it can be executed.

The UP PLANADES team has been commissioned by the national government to prepare the Z3R following the 23-day armed conflict last September that wrought massive destruction in affected barangays. —Sheila Covarrubias
