District 2 Councilor Roel “Elong” Natividad has called on the City Budget Office to release the Collective Negotiation Agreement (CNA) incentive for fiscal year 2013.

Natividad made the call during the First Regular Session of the City Council last Wednesday.

Natividad said he is just reiterating a Resolution No. 1116 he sponsored dated December 17, 2013, which earnestly requests the City Mayor to grant all city government officials and employees the Collective Negotiation Agreement (CNA) Incentive for Fiscal year 2013 in pursuant to DBM Circular No. 2013-4, dated November 25, 2013’.

He said Mayor Beng Climaco has already signed the document for approval.

“But I was informed that the City Budget Officer is opposed to the granting of the said CNA. It really saddens me and the thousands of our employees, to know that other government agencies have already received and enjoyed their CNA incentive,” the alderman from Tetuan said.

“This is intended for our employees —  to add morale and encourage them to work extra hard. They should release the amount since the Department of Budget and Management (DBM) has allowed it,” Natividad stressed.

DBM’s Budget Circular No. 2013-4 signed by Secretary Florencio Abad of the Department of Budget and Management on November 25, 2013, with its guidelines on the Grant of the CAN Incentive, states, among others, under Sec. 3.0 Coverage: “The Circular covers the following government personnel occupying regular, contractual or casual positions, rendering services on full time or part time basis in National Government (NGAs), including SUCs, GOCCs, and GFIs, and LGUs.”

The Circular also states that the “rank-and-file employees who are members of an employees’ organization which is accredited by the Civil Service Commission (CSC) as the sole and exclusive negotiating agent in accordance with the rules and regulations issued by the Public Sector Labor-Management Council (PSLAMC) shall enjoy or accept benefits under the CAN subject to assessment in accordance with PSLMC Resolution No. 1. S. 1993”.

“This is long overdue and I wonder why the employees and officials of the City Government of Zamboanga cannot be granted with the said CNA incentive,” Natividad said. — MLF
