A month after it was approved by President Aquino, the updated Zamboanga City Roadmap to Recovery and Rehabilitation (Z3R) was presented to the Inter-Agency Committee on Permanent Housing and Other Shelter Assistance last Thursday, January 23 in preparation for its actual implementation soon.

The Z3R inception report, as presented by the UP Planning and Development Research Foundation Inc. (UP PLANADES) speaks about the preliminary preparations as well as time tables set for the implementation of the various undertakings under the plan.

The Inter-Agency Committee on Permanent Housing and Other Shelter Assistance was created by Mayor Beng Climaco through Executive Order 31 to coordinate efforts for the implementation of the rehabilitation plan of Zamboanga with the concept of Build back Better.

Mindanao Development Authority (MINDA) Chair Luwalhati Antonino was present during the organizational meeting of the Inter-Agency committee at City Hall Thursday expressed all out support to the rehabilitation effort of Zamboanga saying its realization has a significant bearing in the economic growth and development of other areas in Region 9 and Mindanao in general.

She said MINDA is also tracking the progress of the Z3R to ensure that it is fully realized within the time frame and that ultimately ensure a better Zamboanga City.

The meeting was presided by Mayor Climaco and was attended also by Cong. Celso Lobregat, who is the consultant on the Zamboanga rehabilitation; Councilors Roel Natividad and BG Guingona, DPWH Regional Director Engr. Sebastian, DSWD Director Zenaida Arevalo, City Police OIC Director PSupt. Alan Nazarro, Task Force Zamboanga Chief Col. Andrelino Colina, NHA head Al Indanan, representatives from the DENR, different cluster heads and all other agencies concerned.

The updates in the Z3R include the preparation by the National Housing Authority of the Paniran Resettlement Subdivision Plan (for permanent housing) involving 172 houses, finalization of the Mariki Housing on Stilts Plan jointly by the NHA and UP PLANADES involving 784 houses under Phase I, finalization by the DPWH of the different road packages such as opening of new roads and expansion of existing roads in the conflicted affected areas; series of consultations with affected residents of the conflict affected areas by the Land Housing and Management Division and the preparation of the drainage and waterways master plan.

On developments, bunkhouses or temporary shelters are now under construction at the 1-hectare PTSI property in Upper Calarian.

The UP PLANADES team represented by deputy team leader Architect Bellosillo is finalizing the inception report and is set to be ready with it first week of February. — Sheila Covarrubias
