The Zamboanga City Roadmap to Recovery and Reconstruction (Z3R) goes a notch higher, as Cabinet officials and the local rehabilitation team led by Mayor Beng Climaco Wednesday met to fine tune preparations for the plan’s implementation.

Presided by Public Works Secretary Rogelio Singson, the meeting held at the DPWH-main office in Manila sought to resolve pending issues that will pave the way for the swift implementation of the program.

Among the issues tackled were the proposed 500 permanent housing units on stilts in Taluksangay and 1,200 housing units on stilts in Mariki and Rio Hondo; the dislodging of latrines and portable toilets in evacuation centers and transitory sites; the issuance of the Special Allotment  Release Order (SARO) for the P2.5 billion to National Housing Authority (NHA); the need to release funds for other components especially  utilities; the need for the Department of Interior and Local Government (DILG) to start negotiation for the acquisition of the Mindeva property and the approval of the plans and specifications for the housing units and other infrastructures in the conflict-affected area.

Among those who present during the meeting were Secretary Dinky Soliman of the Department of Social Welfare and Development (DSWD), Sec. Enrique Ona of the Department of Health, representatives from the Presidential Legal Office and National Housing Authority Chairman Chito Cruz.

The DPWH and NHA to include the UP PLANADES team in coordination with the local government unit are finalizing all technical plans for the rehabilitation program.

Mayor Beng Climaco hopes that all the preparations will be finalized so that the reconstruction of the areas affected with the build back better theme can already commence. — Sheila Covarrubias
