Public Works Secretary Rogelio Singson has authorized the City Government to enter into lease properties agreement to provide for temporary shelters for internally displaced persons (IDPs) staying in evacuation centers.

Singson, who sits as rehabilitation czar for Zamboanga City and head of the National Inter-agency Team, during a meeting with Zamboanga City officials led by Mayor Beng Climaco in Manila Wednesday said lease of properties would help expedite the construction of additional bunkhouses to decongest evacuation centers.

As this developed, Mayor Climaco appealed to the Zamboanga community to support measures to alleviate plight of IDPs, expected duration of which would be 3 months and called for understanding for humanitarian considerations for host barangays and communities.

The urgent need to decongest the Joaquin Enriquez Memorial Sports Complex in Baliwasan and the R.T. Lim Boulevard where bulk of the IDPs remains, was one of the major agenda during the meeting.  National Housing Authority General Manager Chito Cruz was also present during the top level meeting.

Mayor Climaco with the rehabilitation team from Zamboanga City met with the National Inter-Agency team to expedite rebuilding of infrastructures and shelters in the conflict-affected areas.

The rehabilitation plan dubbed Zamboanga City Roadmap to Recovery and Reconstruction (Z3R) is up for implementation with the “Build Back Better” concept.

Mayor Climaco said the Department of Health (DOH) representative during the meeting also responded to the need to augment medical needs to help prevent further deaths in evacuation centers. The need for dislodgment of latrines and portable toilets was also responded.

Legal concerns for property purchases will be discussed today, Friday.

Also present during the meeting held at the DPWH Conference Room in Manila were Congresspersons Celso Lobregat and Lilia Nuño, the heads of the different clusters under the rehab coordination structure and representatives from the DPWH regional office-9, NHA-Western Mindanao and other agencies concerned. — Sheila Covarrubias
